Citizen Sure today released a comprehensive analysis of Malta's revised four-tier due diligence framework for Citizenship by Naturalisation for Exceptional Services (CES). The new standard, effective for all applications submitted from 1 June 2026, raises the bar materially on source-of-funds documentation, third-party verification, and ongoing reporting obligations.
Senior Partner James Whitfield, who led the firm's response to Community Malta's consultation, said the changes "represent the most rigorous due diligence framework of any active investment migration programme. Citizen Sure's pre-application screening process already exceeds the new requirements, but applicants advised by less specialised firms will face significant adjustments."
