Caribbean CBI Standardisation: Citizen Sure Backs Five-Country Joint Framework

Citizen Sure issues practitioner statement supporting the Memorandum of Agreement signed by St. Kitts, Antigua, Dominica, Grenada, and St. Lucia harmonising minimum thresholds and due diligence standards.

Citizen Sure today issued a practitioner statement supporting the Memorandum of Agreement (MoA) signed in late January by the five Caribbean nations operating active Citizenship by Investment programmes — St. Kitts and Nevis, Antigua and Barbuda, Dominica, Grenada, and St. Lucia.

The MoA establishes a harmonised minimum investment threshold of USD 200,000, common due-diligence standards, and a coordinated information-sharing protocol. Henry Castellanos, Head of Americas at Citizen Sure, said the framework "preserves the genuine value of Caribbean citizenship for serious investors while addressing the regulatory pressure that came with under-pricing in 2023–2024."

Citizen Sure expects the MoA to stabilise the Caribbean CBI market over 2026 and recommends applicants currently mid-pipeline to confirm their submissions land before the threshold takes effect.
