Malta's Citizenship by Naturalisation for Exceptional Services (CES) — successor to the original MEIN programme — has tightened materially in 2026. The new four-tier diligence framework, the residency-period uplift, and the revised cost structure together represent the most rigorous due-diligence regime of any active investment migration programme.

The four-tier framework introduces sequenced vetting: Tier 1 documentary, Tier 2 financial, Tier 3 reputational, Tier 4 enhanced. Each tier must be cleared before the next begins. Citizen Sure pre-application screening is structured to mirror the framework, so clients who clear our Tier 4 are effectively guaranteed government clearance.

The residency-period uplift extends the qualifying period from 12 to 36 months in the standard track, with a shortened 12-month track preserved for applicants demonstrating exceptional contribution. The contribution standard is tighter than the previous "exceptional services" interpretation.

For applicants currently mid-pipeline, the new framework applies prospectively. Submissions before 1 June 2026 retain the prior framework.
