Overview
Malta's Citizenship by Naturalisation for Exceptional Services by Direct Investment (MEIN) programme offers one of the world's most prestigious second passports — full EU citizenship with visa-free access to 186 countries including the United States, United Kingdom, Canada, Japan, and the entire Schengen zone.
As the only EU citizenship-by-investment programme formally approved by the European Commission, Malta's programme provides unparalleled legal certainty and international recognition. Successful applicants receive full Maltese citizenship and, by extension, European Union citizenship — with the right to live, work, and study in any of the EU's 27 member states.
